Per the message from Chris Telesca below, the top of the Exit Poll said "NC State University - Board of Elections, Cary Exit Poll."

The survey didn't say Wake County Board of Elections because it was authorized by the State Board of Elections as part of the State Board's larger interest in evaluating the preference voting method.  I contacted Dr. Andrew Taylor, chair of political science dept at NC State Univ to see if he could help with the Exit Poll (which everybody involved in Cary project thought would be good to have done) and he recommended contacting Dr. Cobb, because his expertise is in polling and voter behavior.  Dr. Cobb originally said he couldn't help when all 36 precincts were involved, given his busy schedule, but later, after candidates dropped out of the At Large race, it became more manageable because just two District races, with 15 precincts, were the only ones with meaningful contests involving multiple candidates.  So Dr. Cobb agreed to help. I asked John Gilbert (because he had taught in same poli sci dept, knew Cobb, and was very involved in the Cary project as Wake Co Elec Bd Chair) to join me when I met Cobb to explain the voting method being used, the law, the background of our education efforts in Cary, and the basic issues the State Board wanted evaluated (namely, was it understandable, did people use it, would they prefer it over old method).  Cobb designed the survey questions accordingly. Bartlett reviewed the questions for the State Board to see if they got at issues impt for the evaluation, but he did not change anything. I let Cobb know that the State Board had reviewed the survey, but he likely viewed it more as a project related to Wake County since that was the focus and because he had met John and not talked directly with anybody at the State Board.  He's volunteering his time, just trying to help, and not interested in all the intrigue that the opponents want to manufacture.

Howdy!

On Election Day, I went around to a few precincts in
Cary and saw the Exit Poll Form.  I was curious which Board of Elections - the Wake County BOE, or the NC State BOE - was the BOE that was listed on the form?

And now I know - the Wake County BOE.

Question - I thought the State BOE was supposed to be evaluating the Pilot Program?  I ask because I attended Wake BOE meetings and was told in no uncertain terms that the State BOE was in charge of evaluating the Pilot - and the Wake BOE would not be involved. 

So what happened? 

When did the Wake BOE vote to ask anyone to design an exit poll to evaulate IRV? 

If they had not done so, how exactly would the SBOE evalute the Pilot Project?
