Please be courteous and professional, and voters will usually be happy to fill out the survey. Remember, do not say anything to influence their answers and please do not deviate from the following instructions about choosing voters to polldoing so will jeopardize the entire study. Each day, before you go to a polling station, make sure you have the proper polling supplies (clipboards, survey forms, pencils), a badge, an interviewer ID #, and a big box to place all completed interviewers. We would like you to interview the first voter you see exit the polling station, and after each completed interview, again try to poll the next voter you see leaving the polling area. You will not interview every single voterwe are sampling within voters. As soon as a pollster is on location and ready, ask the first person that exits the polling station to complete the exit survey and if they agree hand over the clipboard with a blank survey for them to fill out. When they finish, have them (not you!) put their survey in the ballot box you brought. Repeat. You cannot choose who you interview by not asking someone to participate! If someone refuses, ask the very next person, and so on. More than one at a time rule: Sometimes, multiple people leave the voting booth at the same time. If more than one voter comes out together, ask the person farthest away from you to take the survey. If they decline, ask the 2nd farthest person, and so on. If the voters ask about the order, explain that your instructions require this to get a random sample of voters. Duplicate Pollsters Rule: If there is more than one pollster per location at a time, you can both poll following these instructions, and simple choose who goes first. Do not feel pressure to both poll at the same timeyou can do this in shifts too. The Pitch: As voters exit, politely greet the voter with the following script: Hi, my name is __X___; The State Board of Elections wants to know what you think about your voting experience. Can you please take this two minute survey? It is completely anonymous and when you finish you put your completed survey in that ballot box over there. Stick to the same script each time. No-Hassling Rule: Do not aggressively pursue voters that initially decline to participate, but some of them might answer if you try again. The trick is to distinguish between hard and soft refusals. Most initial refusals are soft, so you can make another appeal based on the importance of the project (we really need to hear from to make sure all voices are heard. Can you please take the survey?). You can improvise too, or point out that this project is non-partisan and endorsed by the State Board of Elections. You can also repeat the point that this survey is anonymous, or that it just takes two minutes. HOWEVER, if someone makes it painfully obvious they will never participate, politely move on to asking the next voter. Refusals: You need to have the refusal sheet with you to record the sex and race of voters who refused to participate. This information is vital for us to estimate how well we did in sampling the voting population. The Have Fun rule: Basically, most voters are friendly. If they are not, dont take it personallythey are probably in a hurry. Enjoy the day, and take heart in the fact that this survey is very important to determining how we conduct our elections. Our Needs: During the day, at regular intervals, I will need to know how many completed surveys have been conducted at each polling place, as well as the number of actual voters. I will also need to know the # of refusals. I assume officials at each polling location will know the number of voters, but if not, we can keep track of both hits and misses. We need ballot boxes for each polling location for completed surveys. We need a clipboard for people to be able to answer the survey on, with pencils with erasers. We need a refusal tabulation sheet to keep track of the number of refusals and the sex of the voter.
